Belgen was born in Boston, Massachusetts, and attended Harvard University, graduating in 1897. He worked as an engineer in Central America, South America, Washington, D. C., and eventually began working for the Baltimore and Ohio Railroad company. Brooke worked on the Engineering Department for the Baltimore and Ohio Railroad Company.
