Helen Holt served as the first woman Secretary of State of West Virginia. She also led the most important program in housing and health care for the elderly through her work with the Federal Housing Administration. She established nationally high standards of care and oversaw the construction of 1,000 health care facilities. Helen F. Holt was the first woman to serve as Secretary of State in the state of West Virginia from February 17, 1957 to December 1, 1958. She is also the widow of Senate Rush D. Holt.
