'Major General Charles T. Harris, Jr. Ordnance Department, Washington D.C., was the guest of honor at banquet held in Hotel Morgan, Morgantown, West Virginia. November 17, 1941 at conclusion of defense day celebration. Pictured left to right at the speaker's table are: Lt. Col. W. R. Orton, commandent of the cadet corps, West Virginia University; Major General Harris; Robert G. Wilbourn, President, Morgantown Chamber of Congress and toastmaster at the dinner and Judge Herschel H. Rose of the West Virginia Supreme Court, one of the principal speakers.'
